Man drove around naked, looking for women

A 38-year-old Tempe man was arrested on Friday, accused of pulling up to a woman on a motorized scooter, jumping out of his truck naked and sexually assaulting her.
Kinsey, a registered sex offender, was booked on one count of kidnapping, two counts of sexual abuse and one count of sexual assault. Kinsey was also charged with two counts of probation violation.
The charges stem from two incidents that took place in Phoenix. The first occurred on March 5, near 10400 N. Cave Creek Road, when Kinsey allegedly fondled a 63-year-old female in a laundry room.
The second incident, on March 20, a 40-year-old female was in her motorized scooter chair in public, when Kinsey pulled up driving his silver Nissan pickup truck. An unclothed Kinsley stepped out of his truck and sexually assaulted the woman before driving away.
Mesa, Glendale and Scottsdale police all believe he is involved in more than a dozen similar cases of indecent exposure. There are no known cases at this time in Tempe, where Kinsey resided.
Police said he drove around in his truck, sometimes naked, searching for women ages 40-70 to expose himself to.
