If the shopping carts have a store's name on them, he'll return them. But if not, out comes a sledgehammer -- but not before Brower looks into his heart and finds it in himself to empty the cart's contents onto the ground.
Apparently, Hawaii has a homelessness issue, and Brower is taking it upon himself to clean up his area's image. Brower also likes to wake homeless people if he sees them sleeping during the day.
But hey, at misguided as he may be, at least a politician is making some kind of effort to fix what's perceived as a problem, right?
