PHOENIX — An Arizona Senate committee has narrowly approved a bill that would erode the power of public school districts that convert schools into charter schools while also reducing their funding.

Charter schools get more funding per student. District charter schools are also eligible for bonds and overrides, while state charter schools are not. A bill by Senate president Andy Biggs of Gilbert would give control of creating and overseeing district charter schools to the Arizona Board for Charter Schools. It would also ban district charter schools from accessing bonds and overrides.

Biggs said public school districts are draining the general fund by constantly converting their schools into charters. A provision in the Senate-approved budget that would retroactively ban public school conversions to charters held up discussions in the House Monday. The Senate appropriations committee approved the Biggs bill 5-4 Tuesday.
