PHOENIX -- The Arizona Department of Public Safety has begun an internal investigation of civilian employees of its Phoenix-based unit that licenses security guards, private investigators and businesses that employee those workers.

DPS spokesman Bart Graves confirmed that the investigation is underway but said it is far from complete and that he can't discuss specifics, including how many employees are under investigation.

First word of the investigation was reported by a local TV station.

That report said the investigation concerned whether DPS employees were paid off to distribute unauthorized licenses, but Graves said there's no allegation of bribery.

Graves also said the investigation didn't involve concealed carry permits for firearms.
