PHOENIX -- Arizona Gov. Jan Brewer will release a spending plan for the coming budget year that outlines how she wants to implement reforms at the state's Child Protective Service agency.

Other key items include details of a new education funding plan that rewards schools that show improved test scores and details of a plan to cut electricity taxes for manufacturers.

Friday's release will cover the plan she wants the Legislature to adopt for the 2014-2015 budget year that begins on July. 1. The governor's plan serves as a roadmap for lawmakers charged with actually passing a state budget.

Brewer wants CPS moved into a new stand-alone state agency. She'll reveal how much money is needed to deal with a scandal revealed in November involving abuse reports that were not investigated.
