MEADVIEW, Ariz. -- A judge temporarily has halted construction on parts of a road that leads to the Grand Canyon Skywalk.

Dude rancher Nigel Turner successfully argued in federal court that construction plans didn't comply with a 2007 settlement he reached with the federal government. The settlement cleared the way for paving the road that now bypasses Turner's property but runs adjacent to it.

U.S. District Judge Neil Wake says Turner likely will prevail on his claims that plans for underpasses, cattle guards and turn lanes are inadequate and that a planned drainage system could harm Turner's property.

The temporary restraining order is in effect until Oct. 29 when another hearing is scheduled in the case.

Wake's order does not prevent construction work along most of Diamond Bar Road. The project is scheduled for completion next year.
