Phoenix officials name interim city manager, look into ‘pension spiking’

PHOENIX — The City of Phoenix has named Assistant City Manager Ed Zuercher as interim city manager starting next month.
Zuercher will fill in for David Cavazos, who is leaving to become city manager of Santa Ana, Calif., while a committee undertakes a national search for a permanent replacement.
Cavazos’ departure brought with it scrutiny of pension spiking, in which an employee can cash in unspent sick days and vacation time. According to the City of Phoenix website three City Council members have asked for a public hearing on pension spiking.
The site also quoted Mayor Greg Stanton and Vice Mayor Bill Gates saying they wouldn’t sign off on future contracts that included that type of payout.
