PHOENIX -- Police have arrested a 63-year-old man who has been accused of watching a teenage girl change clothes at a Phoenix thrift store.

Security-store footage led police to the home of Victor Miguel Villalobos late Monday night.

The girl and members of her family were shopping at the Goodwill store near 32nd Street and Chandler Boulevard earlier in theh day. The 14-year-old was changing clothes in a dressing room when she spotted a mirror on the floor.

She called out to her mother and sister. A store employee also responded but the girl's mother chased after the man she'd seen running away.

Villalobos was charged with unlawfully viewing, taping or recording of a person, which is a felony.
