PHOENIX -- Phoenix Police Chief Daniel Garcia has removed three long-time assistant chiefs in a reorganization of the department.

KPHO-TV reported Tuesday that Kevin Robinson, Tracy Montgomery and Blake McClelland were demoted to commander.

The station says Sandra Renteria, Chuck Miiller, Harry Markley and Dave Harvey were promoted to assistant chief while Joe Yahner will stay as executive assistant chief.

Garcia has been on the job less than a year and a recently released survey of his officers gave him bad reviews as a leader.

The Phoenix Law Enforcement Association and the Phoenix Police Sergeants and Lieutenant's Association opened the survey to 2,900 officers, sergeants and lieutenants.

The results showed 93 percent were very or somewhat dissatisfied with Garcia's job performance and 80 percent said he was an ineffective leader.
