New law could revive campaign finance case against Tom Horne

PHOENIX -- A bill signed into law by Arizona Gov. Jan Brewer could help revive a campaign finance case against Attorney General Tom Horne.

Wednesday's signing came a day after a Horne aide filed suit to have the state's campaign finance limits declared unconstitutionally low.

The election contains a provision allowing the secretary of state to send campaign finance complaints against the attorney general to the county attorney.

Horne and aide Kathleen Winn have been accused of illegally coordinating outside campaign spending for Horne during his 2010 campaign.

Maricopa County Attorney Bill Montgomery filed a civil action in October against him and Winn in October but a judge blocked it, saying Secretary of State Ken Bennett should have sent the case to Horne for review. Bennett still has the case.
