PHOENIX -- The Arizona House has passed an election omnibus bill that seeks to limit early voting participation.
The House voted 33-26 Thursday to send House Bill 2305 to Gov. Jan Brewer. The vote came as lawmakers debated a flurry of bills and the 2013 legislative session rushed to a close.
The measure seeks to trim the state's permanent early voting list and limit who can return mail ballots for voters. Opponents say it would limit Democratic and Hispanic voter turnout.
Republicans in the GOP-led Legislature had lobbied for the election overhaul throughout the session, but couldn't get the effort through until Thursday.
Lawmakers are scrambling to get their favorite bills through the Legislature before the session is expected to end late Thursday.
