PHOENIX -- Arizona Attorney General Tom Horne said a federal immigration reform bill should not allow the Department of Homeland Security to pronounce the U.S.-Mexico border secure.

He suggested a panel be appointed to determine when the border is secure.

Horne wrote in a letter to Sens. John McCain and Jeff Flake that political appointees like Homeland Security Secretary Janet Napolitano should not be allowed to make that decision. The immigration proposal being discussed in Washington would create a pathway to citizenship for 11 million people who came to the country illegally once that pronouncement was made.

The letter Horne sent Monday said Napolitano has declared the border is as secure as ever and can't be trusted.
