PHOENIX -- The Tempe City Council plans to meet with an attorney Thursday evening to discuss civil unions.

The item tops the agenda of the closed-door executive session.

Earlier this week, the Bisbee City Council approved an ordinance for civil unions.

Arizona Attorney General Tom Horne said his office is planning to file a lawsuit to block the Bisbee ordinance from taking effect.
