PHOENIX -- A $3 million notice of claim has been filed against the state, Child Protective Services and Glendale police in the case of a missing Arizona girl.
The claim is a precursor to a lawsuit. It alleges that gross negligence by the state, CPS and police led to the "wrongful" death of 5-year-old Jhessye Shockley, whose body has never been found.
ABC15 News reported the claim was filed on behalf of the girl's future estate represented by three family members who helped raise Jhessye for the first four years of her life.
Police believe she was killed and her body put in a Tempe trash bin before her mother reported her missing in October 2011.
Jerice Hunter is awaiting trial on charges of first-degree murder and child abuse.
