PHOENIX -- The Arizona House is making it harder for process servers to find people who are avoiding photo enforcement tickets.

The House voted 46-13 Wednesday to limit the hours documents can be served. If the Senate also passes the bill and it is signed by the governor, summons' can only be personally served from 8 a.m. to 7 p.m.

Bill sponsor Rep. Steve Smith of Maricopa has argued that he's received complaints from constituents who have been scared by servers pounding on doors late at night.

Although drivers receiving photo enforcement tickets are initially notified by mail, if they ignore the notice they must be personally served if a case is to be pursued.

The bill doesn't change rules on when process servers can serve any other type of judicial notice.

    Ignore the ticket. Dont answer the door, when they come. Talk to them through the glass. One tried to have me open the door to serve my roommate, with his car in my driveway. They have to serve the papers to someone of the residence. He attempted to pretend he couldnt hear me suddenly through glass. Told him "talk to the curtain then, itll have a better chance of opening the door." Just a money making scam that they hope to collect on. Causes more problems, then deterring the behavior.
