PHOENIX -- The Arizona Senate is pushing forward legislation designed to make it more difficult for citizens who want to fight government.

The Senate voted 16-12 to pass a measure Monday that would require groups backing statewide ballot measures to gather signatures from at least five different counties.

The Senate also approved in a 16-12 vote a measure that would require disclosure of any spending designed to advance a recall. It would limit the amount of money groups trying to oust a candidate can collect during the effort.

Democratic Sen. Steve Gallardo says the measure would make it impossible for any recall efforts to be successful if it becomes law.

Former Senate President Russell Pearce in 2011 became the first Arizona legislator recalled.
