PHOENIX -- Phoenix police said an off-duty state law enforcement officer shot and killed a neighbor at an apartment complex where they lived.
Police said the Arizona Department of Transportation compliance enforcement officer shot the neighbor Sunday night after arriving home near Camelback Road and Central Avenue.
Sgt. Steve Martos said the officer stated that he shot the man in self-defense after the man tossed a liquid onto the officer and began charging at him.
The ADOT officer said the victim was wearing a ski mask.
According to Martos, investigators determined that the officer thought the liquid was gasoline and that the man was reaching for a weapon.
Police identify the man killed as 43-year-old Quentine Barksdale.
According to Martos, Barksdale had recently accused the officer of burglarizing Barksdale's residence.
ADOT officers are certified state peace officers.
