PRESCOTT, Ariz. -- The Prescott City Council has rebuffed a former judge who urged the council to adopt a ban on semiautomatic assault weapons in the city.

Former Yavapai County Superior Court Judge Ralph Hess told the council that banning assault weapons is one thing that can be done to help prevent mass shootings such as the 2011 on in Tucson.

The Daily Courier reports that Hess told the Prescott council that the availability of assault weapons is among numerous factors that contribute to mass shootings.

However, Mayor Marlin Kuykendall says the city doesn't have the legal authority to regulate assault weapons because Arizona law generally bars local governments from enacting gun laws.
