Former foster parents arrested on molestation charges
Phoenix Police have arrested a Valley couple on charges of sexual-abuse of minors.
Steven Joseph Holland, 52, and his wife, Alma Holland, 55, former foster parents, were taken into custody Thursday morning at their home near 51st Avenue and West Happy Valley Road.
At least seven victims, five girls and two boys, are involved, ranging in age from 4-17 at the time of the encounters. Some are special-needs children.
Holland was charged with sexual conduct with a minor, furnishing obscene material, child molestation and sexual abuse. His wife was charged with child abuse.
The investigation began in September 2011, after the 4-year-old told daycare workers that his foster father had molested him. There was insufficient evidence to proceed further but Child Protective Services pulled the couple's license to serve as foster parents.
According to police spokesman Sgt. Steve Martos, shortly after that, another molestation of a child in the Hollands' care was reported. Eventually five more cases were uncovered.
