PHOENIX -- The parents of an eight-year-old Chandler boy who was found at home alone, naked and locked in a bathroom, have been arrested and charged with neglect.

Chandler Police made the arrests Tuesday evening of Vu Quang Tran, 35, and Siobhan Grogan, 34, after the couple went to the police station to bring food and clothes for the child.

They admitted that they had left the boy alone many times and began locking him in the bathroom in order to "lead a normal life" with their daughter, 5.

A maintenance worker had found the boy in the apartment at 1400 N. Alma School Road. His clothes had been shoved into the toilet, creating a flood, which the worker had gone to repair.

    How can these two even be called parents. More like breeders. Take the kids away and "fix" both of them so they can no longer have children. Then, lock them up, so their own kids can lead a normal life.
