PHOENIX -- The City of Phoenix is considering whether to create a city identification card that can be distributed to immigrants.

Councilman and Public Safety Committee Chair Michael Nowakowski is exploring the idea of a city-issued ID card for, "immigrants that have a Mexican Matricula card or an equivalent of a foreign identification, but not a valid form of state identification," according to a memo written by Nowakowski and sent to City of Phoenix Attorney Gary Verburg.

The memo suggested that Phoenix is facing challenges as the police department integrates sections of SB 1070. Nowakowski proposed that the cards could be a viable solution to protect both police officers and residents and create an opportunity to make more residents feel safe enough to report crime.

The Phoenix Police Department declined to comment.

Phoenix attorney and civil rights activist Antonio Bustamante believes the cards are an excellent idea. He said the decision is moral and comports with good, sound public policy. The cards will also encourage a significant portion of the community who will not approach law enforcement to report a crime.

"They are afraid of being asked for identification that they cannot produce and that they fear will lead to their arrest and deportation," he said.

Nowakowski could not be reached for comment.

    Since we could not destroy 1070, lets effectively override it with a card that can be punched out and distributed like Cracker Jacks.

    If you are here legally, you have all the documentation required to get a state issued ID. http://mvd.azdot.gov/mvd/formsandpub/viewPDF.asp?lngProductKey=1410&lngFormInfoKey=1410 The story makes this sound as though law abiding residents are concerned, but if this is the case why not follow the channels already in place? If the City of Phoenix is considering issuing ID's to those here illegally, the Governor or Attorney General might want to speak up.

    LEGAL immigrants don’t need ID cards, they already have green cards or passports. City of Phoenix wants to be a sanctuary city and give the ILLEGAL immigrants ID’s. What a joke.

    it'll get rid of this undue burden on the police and MCSO so they can both go after hardened more dangerous criminals as well as open the door for communication between a large portion of the population. The only semi realistic argument one can make against this is an argument over principles, and in doing so you're literally cutting off your nose to spite your face. I think the charge for this card should be 1k for a 2 year id. In my opinion it's less than a coyote would charge and much safer.

    neither your head nor your heart are in the right place. There are certain problems that need more than just black and white approaches, this is one of them. This hard nosed effort at curbing illegal immigration has done nothing but divided this country of immigrants. Like i said, there are no real arguments outside of, "it's just wrong". And if that's the only argument you can come up with then there's still a much larger list of issues that should take precedent, e.g. ALL politicians telling lies and the people taking it...

    Get all their info and then go round the criminals up and give them to the border patrol in Casa Grande and send them back where they belong.
