Gun-control lawmakers may not have all data

Here's an excellent analysis of the questions (and some answers) surrounding the current talk of "gun control."
The biggest problem seems to be the laws in place that prevent data from being collected or published for fear it may come across as biased.
How can anyone, lawmakers especially, make reasoned and rational decisions with only half the information?
